Here's the situation as I understand it, if Griezmann and Barcelona came to an agreement before July 1, 2019, they would have had to pay the full fee of €200m. However, if Barca and Griezman had agreed the contract July 1, the asking price of the contract would have been the full fee. Griezman and Barcelona had an arrangement that Barcelona would put in a bid on July 1. Atletico have the recipts that Griezmann and Barcelona agreed to terms before July 1, so they want more money.
