The organisation has pledged loyalty to al-Qaida.
One of the bombs went off at an Ethiopian bar and restaurant which was destroyed by the blast.
Al-Shabab views Ethiopia as an enemy. The second blast went off at a bar called the Kyadondo Rugby Club.
